The large cash payout also made Groupon technically insolvent when it filed for its IPO. During 2011 in the UK there were reported breaches of British advertising regulations to the Advertising Standards Authority. In December 2011 the Office of Fair Trading (OFT) launched an investigation into Groupon after the firm broke regulations 48 times in 11 months.
